Efficient management of resources in Kaunas city

Background
As eliminating waste and the continual use of resources is one of the European Union’s goals, cities need to enable the circular economy transition. The second-largest city in Lithuania, Kaunas, requires a much stronger focus on the role of waste prevention, re-use, repair, and recycling, as opposed to disposal. Besides, the city must play an active role in facilitating sustainable, circular consumption and efficient resource management. Citizens make choices in their everyday lives, and by doing so, they can either support or hamper cities’ transition to a more circular economy. Cities are in a position to help, motivate, or nudge citizens in the right direction. Therefore, cities are in a position to enable citizens to reduce waste and develop more sustainable consumption patterns.

Our challenge
It is not enough just to improve our knowledge about material flows in the cities, and to promote the use of secondary resources in the process of value creation. Kaunas needs to deal with many bottlenecks to improve resource management roadmap for cities:

1. The availability and reliability of data mapping are a problem. Redirection, exchange and material processing flows between stakeholders will not be accurate without businesses and other stakeholder’s data.

2. At the end production and value chains, most stakeholders lack information about resource management principles (as opposed to waste management). 

3. The redirection and material exchange flows between stakeholders are dependent on various circumstances and time. Thus (intermediate) processing and storage facilities can ease the problem.

Expected impact
To identify the potential of material flows in the economy. By supporting and enabling stakeholders to exploit opportunities might help to speed up Kaunas transition to Circular Economy in terms of resource efficiency. To better understand urban resource management by identifying and understanding material stocks and flows in the city.
