Development and supporting of informal networks for transformation of Kaunas towards the Sustainable Learning City
Kaunas aims to be a role model for other learning cities in Lithuania and to contribute to the creation of an information and knowledge society in the country. It is the first city in Lithuania to join the UNESCO Global Network of Learning Cities (GNLC). Kaunas has developed a strategy entitled ‛Kaunas Learning City’. The strategy focuses on a series of activities aimed at encouraging people to learn continuously and in all places. One of its main concerns is to improve conditions for people with disabilities, citizens with special educational needs, and refugees. Other key objectives include transforming private and public organisations into learning organisations and creating networks to foster citizen participation.
The development of Kaunas into the Learning City has always been based on the principle of praxis, where knowledge is born at the interaction between theory and practice, and when researchers and practitioners cooperate. The paradigm of the ‘double aim’ for both sustainable development and the Learning City become visible at that point. Still the need of model for efficient and successful formal and informal networking and structure for performance evaluation is needed.
The strategic aim is to enable the individual and collective learning of its inhabitants ‘at all times and in all places’, as well as to improve the learning of the city and its organisations by systematically solving problems of importance to the city, its inhabitants, communities and organisations. By developing Kaunas in a sustainable way, it would become a pleasant place to live and work in and for organisations to develop their activities.
